Jammu, March 28 (IANS) In an effort to reduce non-plan expenditure, Jammu and Kashmir has adopted a new recruitment policy to fill up about 80,000 vacant government posts, a minister said Thursday.
“The new recruitment policy for class III and IV government employees and other non-gazetted posts is designed to reduce the growth of non-plan expenditure due to salaries,” Minister of Finance and Ladakh Affairs Abdul Rahim Rather told the assembly.
He added that under the new policy, for the initial five years of service the pay of direct recruits would be regulated. However, the employees would be entitled to the benefits under medical allowance rules and leave rules.
“These (direct) appointments will be governed by the rules of probation, disciplinary rules and pension contribution under the new pension scheme,” the minister said.
Rather said the new recruitment policy was applicable for the posts advertised after Nov 1, 2011.
The government plans to fill up about 80,000 vacant posts in the state in the next two years on a fast-track basis.
According to estimates, 46 paise in a rupee that the state spends goes into employees’ salaries and pensions. The state had a non-plan expenditure of Rs.25,383 crore in the fiscal 2012-13, of which Rs.20,885 crore was spent on employees’ salaries and pensions.
